The town of Russell covers 97.3 square miles in St. Lawrence County, and contains the hamlets of Russell, North Russell and South Russell within the limits of town. Russell, the town, has a population of 1,856 (20101 U.S. Census). North Russell is located along County Road 25, and the hamlets of Russell and South Russell are situated on County Road 17. The Russell Court offices are open every Monday – Friday at 7:00 p.m. except for holidays.
Dress Code: While there is no official dress code, it is important that you dress neatly and always conduct yourself in a respectful manner with the court. Many judges frown upon litigants wearing shorts, open toe sandals, and other similar items.
Things to Bring: you should bring your court notice advising you to appear in court. If you are displaced, showing the court personnel your letter may help in directing you where to go and what to do.
Plea: The majority of cases are resolved via plea bargaining. In lieu of having a trial, it may be possible to resolve a traffic matter with a lesser included charge. Most resolution will involve a fine and a surcharge. The surcharge is additional monies payable at the end of case that are paid to New York State.
Trial: Each motorist is entitled to a trial on his or her traffic matters. In general, a traffic trial will occur on the driver’s first court appearance. The first court appearance is usually designated as a pre-trial conference.

Failure to pay a fine could result in many adverse consequences. The most common penalty is suspended a driver’s privilege to drive. If a driving is stopped for driving with a suspended license, the police officer has the authority to place the driver under arrest and charge the drive with a crime.
